Frequently asked questions
Before completing a full application, all interested applicants will go through a prequalification to see if they may be eligible for Vista Homes under the Low-Income Housing Tax Credit (LIHTC) program.
During prequalification, we will:
Gather basic household details such as names, ages, and income sources.
Review your estimated household income and household size to check if they fall within LIHTC income limits.
Ask a few questions about assets (like savings or property) and student status, since these can affect eligibility.
Provide a checklist of required documents and explain the next steps for the full application.
Prequalification does not guarantee approval, but it helps determine if your household is likely to qualify before moving forward with the full application process.
Vista Homes is an income-restricted community under the Low-Income Housing Tax Credit (LIHTC) program. To be eligible, applicants must:
- Have a household income within the program’s limits.
- Provide required documentation for all adult household members, such as IDs and income verification.
Eligibility is confirmed through the prequalification and application review process.
Vista Homes Inquiry List Policy
To ensure fairness and compliance with Low-Income Housing Tax Credit (LIHTC) requirements, Vista Homes uses an Inquiry List that is processed on a first-come, first-served basis. All households must follow the rules below to remain active on the list.
1. Eligibility Documents Required
After contacting the Leasing Office, prospective applicants must submit all required eligibility documents (income, household, and identity documentation) for LIHTC preliminary review.
2. Timely Submission Required
In accordance with standard LIHTC practices, applicants must submit all required eligibility documents within 7 calendar days of the request from the Leasing Office.
• If partial documentation is received, the 7-day period still applies.
• Extensions may be granted only for circumstances beyond the applicant’s control and must be requested before the deadline.
3. Failure to Submit Documents
If required eligibility documents are not received within the allowed timeframe, the following will occur:
• The household will be skipped and the next eligible household on the Inquiry List will be reviewed.
• The household may be moved to the bottom of the Inquiry List, OR
• The household may be removed entirely from the Inquiry List if documents remain outstanding after a reasonable period.
(The Leasing Office will determine the appropriate action based on circumstances.)
4. Re-Activation After Removal
If a household is removed for failing to submit documents, the household may reapply — but will be treated as a new inquiry, receiving a new date and time stamp.
5. Accuracy of Information
All documents must be complete, accurate, and consistent. Households that provide materially incorrect information may be removed from the Inquiry List.
6. Application Completion
Only households that:
1. submit timely eligibility documents,
2. pass LIHTC preliminary qualification, and
3. are on the Inquiry List in order
will be invited to complete and sign the full application once the online portal is ready.
Once Vista Homes receives 45 qualified households, our Inquiry List will close and a formal Waitlist will begin. The Waitlist helps ensure fairness, transparency, and compliance with federal LIHTC (Low-Income Housing Tax Credit) rules.
How the Waitlist Works
1. First-Come, First-Served
Households are added to the Waitlist in the order that all required eligibility documents are received. A household is not added to the Waitlist until documents are complete.
2. Timely Submission Required
Requested documents must be submitted within 7 days.
If documents are not submitted on time, the household may be:
• Skipped,
• Moved to the bottom of the Waitlist, or
• Removed from the Waitlist.
3. Staying Active on the Waitlist
To remain active, households must keep their contact information updated.
If we cannot reach you after multiple attempts, we may remove your name from the Waitlist.
We also conduct a yearly Waitlist update. Households who do not respond within 14 days will be removed.
4. When a Unit Becomes Available
We will contact the next household on the Waitlist.
You will have 48 hours to respond before we move on to the next eligible household.
5. Eligibility Must Still Be Met
Being on the Waitlist does not guarantee housing.
All LIHTC requirements must still be met at the time a unit is offered, including:

• Student status rules
• Household size
• Other LIHTC guidelines
